When Mayor Anthony Silva first started as his duties, crime was Stockton's number one issue...today almost four years later he believes it is still the number one issue. "What has changed is that we are equipped to deal with crime. We have the money to invest in law enforcement. The remaining issue we have is retention," Silva said.
